This report provides a review of international policies and practices in the
funding of public transport capital and recurrent costs. It has been
prepared for Wellington Regional Council by consultants Symonds
Travers Morgan (NZ) Ltd.

The overall objective of this report was to review policies and practices
adopted internationally for the funding support of public transport (both
capital and operating), having regard to the potential application of such
policies to the Wellington region.
