A good transport system is essential for a growing economy. Transport
systems facilitate growth, enable the gains from trade and enhance our
standard of living.

This paper reports on the initial analysis undertaken for the Wellington
Regional Council by Opus International Consultants Limited.

It concentrates on looking at the economic effects of the transport system
as a whole. What is of key interest in gauging the consequences is the
effects on the different stakeholder groups. At this stage, the national
interest was not considered.
