This report presents proposals for a revised baseline environmental monitoring
programme for the Wellington Regional Council for the period 1997-2000.

The monitoring programmes have been developed after considering the issues,
objectives, policies and methods included in the Regional Policy Statement and
relevant Regional Plans, and following a review of the existing monitoring
programmes.

The principle objective of this review has been to develop a sound long-term
baseline environmental monitoring programme relevant to the types and scale of
environmental issues identified in the Wellington Region.
