This document provides an assessment of the potential effects of the proposal on any cultural values and identifies appropriate measures, where practical, to mitigate any identified adverse effects. 

The cultural effects assessment is also intended to inform the Assessment of Environmental Effects as part of the resource consent application, and ensures that Ngāti Toa's cultural values are understood and accurately reflected in the resource consent process.
